Presidential Citation (International)

The Presidential Citation is one of the highest honour in all of Toastmasters. It is presented in recognition of outstanding achievement by an individual toward the goals and ideals of Toastmasters International. There are no specific criteria for the award. However, recipients are generally long-time members who have made many contributions over the years to their Clubs, Districts, and Toastmasters International.
Generally, 18 to 20 citations are presented at the International Convention each year to Toastmasters in the 8 Regions and Districts Overseas. So only two or three citations would be handed out each year in any particular region or in the overseas districts.

This award is presented by the Toastmasters International President at the Annual International Convention.

    Presented annually at the District Fall Conference to the individual Toastmaster chosen by the District Steering Committee. Criteria for selection includes completion of manuals, delivery of Success/Leadership Modules and Youth Leadership Programs, service at Club, Area, Division and/or District level(s) PLUS the good opinion/recommendation of other Toastmasters who have worked closely with the nominee. Typically it is awarded to a Toastmaster who is not a top District officer, Division Governor or Area Governor, but who makes a significant contribution to the goals and mission of the District. Suggested criteria are outlined in the "District Leadership Handbook"

    Presented annually at the District Fall Conference to the individual Toastmaster chosen by the District Steering Committee. It recognizes the Division Governor with the most outstanding performance in membership building and retention, Club extension, education/training, leadership and other areas critical to District success. Suggested guidelines are outlined in the "District Leadership Handbook"(cat no. 222), covering areas including: Distinguished Division Achievements, Membership Building and Retention, Club Extension, Area Club Performance, Education and Training, Leadership, Commitment and Support, and Public Relations. The recipient must have served as Division Governor in District 21 in the past year.

It is awarded to the Area Governor who makes the most outstanding contributions to District goal achievement. Suggested guidelines are outlined in the "District Leadership Handbook" (cat no. 222), covering areas including: Distinguished Area Achievements, Membership Building and Retention, Club Extension, Area Club Performance, Education and Training, Leadership, Commitment and Support, and Public Relations.     Presented as deemed appropriate at the District Fall Conference to the individual Toastmaster who has exemplified Toastmaster ideals and demonstrated long and valued service to District 21. The late Clair Farris, DTM, was District 21 Governor in 1974/75 and this award was a gift to the District from Clair Farris.

    This award was presented annually at the District Fall Conference to the Club with the greatest number of points overall in the Distinguished Club Plan,based on statistics from the June 30th report. In 1992 the Distinguished Club Plan was changed to recognize clubs in four categories: <20 members, 20-29 members, 30-39 members and >40 members. This trophy is now full and will be recycled. The Distinguished Club Program has evolved and this award is no longer presented.

    Presented annually at the District Fall Conference to the club that makes the greatest come back in the District. To qualify a club must start the year with 12 members or less (qualifying for coach asssistance), and end the year with 20 or more members. In some years there is no winner. In 1993 the District purchased a new trophy for this category.

    This award was presented annually at the District Fall Conference to the Club with the greatest (percent) point gain in the Distinguished Club Plan compared to their previous year’s points. As the Distinguished Club Program has evolved, this award is no longer presented.

    The Late Rudy LaBonte was a member of Malaspina Club (Nanaimo), and a Past District 21 Governor (1976/77). Rudy was the first person in District 21 to receive a Presidential Citation for his work in TM. This award was presented to District 21 in 1984 by his wife.

Judging was done from three issues of the Club bulletin published from June 30 of the previous year to June 30 of the current year. Club bulletins and newsletters are still recommended but the award is no longer being presented.

  • Bjorn Bjornson Award (Division B)

    Bjorn Bjornson was an Area Governor for Area 24, when he was tragically killed in a freak truck accident in West Vancouver - Sept 27th, 1996.
    He was a toastmaster who gave nothing but the best in everything he did. He was dedicated, and committed to helping himself and others learn the value of this organization. His smile, and generosity of spirit always gave those in need, a welcome lift to their day. He is missed, but his spirit lives on forever. Bjorn's home Club was "North Shore."

    The Bjorn Bjornson Award was presented by Sheila Hayes DTM in memory of an outstanding dedicated Toastmaster.

    This award is presented to a Division B Toastmaster who goes above and beyond the call of duty. It is the creme de la creme of Toastmastering - the efforts in making Toastmasters a better, more effective organization that count. Many Toastmasters commit themselves to a level of excellence that few aspire to, and even fewer achieve. It is those Toastmasters, we wish to thank and recognize.

    Anyone in Division B is entitled to nominate a Toastmaster they feel is deserving of this award.

    The Genene Belcher Memorial Trophy was dedicated by Madeleine Harlamovs and Dixie Mackie at the 1998 Division C Fall Conference for the Most Humorous Speech in memory of Area 36 Governor, Genene Belcher. Genene succumbed to cancer on September 19, 1998.
    Genene is remembered at the 1997 District Fall Conference Humorous Speech Contest when she represented Division C with a humorous speech, "Zucchini, No Thanks". Genene touched many people with her humorous ways. Genene revelled in the challenge and thrill of speech competitions, and was a very active member of the Cranbrook First Toastmasters Club. She will be missed by her large family and her many, many friends.

    The Memorial Trophy will be passed on to each year's winner of the Division C Humorous Speech Contest.

  • International Speech Contest (District Level)

    History and Purpose

    The purpose of the International Speech Contest is:

    1. To provide an opportunity for speakers to improve their speaking abilities and to recognize the best as encouragement to all.

    2. To provide an opportunity to learn by observing the more proficient speakers who have benefited from their Toastmasters training.

    The District 21 International Speech Contest is currently held at the Spring Conference. The first place contestant advances to the Region level contest at the Region I Conference during the summer (around June) of the same year. The first place contestant at the Region level would advance to compete at the International Convention at the end of August of the same year in the World Championship of Public Speaking.

    Note: The contestants must present an entirely new and different speech for the Regional and for the International level contests than given in any contest that same year (e.g. at the District level).

    The District 21 Humorous Speech Contest is held at the Fall Conference. The first place contestant advanced to the Region level* contest at the Region I Conference during the summer of the following year.
    *NOTE: As of 1999, the Humorous speech contest only advanced to the District level and is no longer held at the Region level.
